Pipeline / trains speed limit

So with this train derailment happening yesterday, trains hauling certain amounts of oil are now required to cut their speed in half, so essentially they will hold up other trains and take twice as many trains to haul the same amount of oil. PIPELINES!!! BUILD PIPELINES!!
