Environment Canada moves goalposts in report on greenhouse gas emissions. In new report it says emissions dropped 9 million tonnes annually from 739 million tonnes in 2005 to 730 million tonnes in 2019. Last year it put 2005 emissions at 730 million tonnes, meaning no drop at all
